The ODBM Consultant (the Consultant) to provide technical and operational/management support to the municipal governments to establish and strengthen arrangements for providing municipal services as outlined under para 5 output 4. Under the overall guidance from the PMU, the Consultant is expected to work in close collaboration with Municipal and local government bodies and other program stakeholders in establishing outsourcing and operational arrangements of municipal services including strengthening any special purpose vehicles (Water & Sanitation Company, Solid Waste management Company/Authority etc.) to be established for the purpose by ensuring their efficient, effective and sustainable operations and performance.
The project requires to recruit the ODBM Consultant (the Consultant) to provide technical and operational/management support to the municipal corporations. The consultant will assist the municipal corporations of Sialkot and Sahiwal
The OBDM consultants shall be responsible for identifying, supporting implementation of the identified solution to ensure sustainable provision of quality municipal services (herein after referred as the solution). Such solution may involve direct outsourcing arrangement (through PPP concessions and/or private Sector partnership) or establishing a public sector special purpose vehicle (institutions), which may be in form of regulatory or service delivery institutions. OBDM consultant would facilitate in selection of a feasible solution, engagement and its implementation in the cities of Sialkot and Sahiwal
